Private health insurance
When you have a health issue in Canada, the costs can add up quickly. This is one of the reasons why it is mandatory for you and your family to have health insurance coverage at all times.
You are responsible for making sure that the family members who have come to Canada with you (like your spouse or children) have health insurance.
Group health insurance for Université Laval students
At Université Laval, all international students are automatically covered by Université Laval’s group health and hospitalization insurance, provided by Desjardins Insurance.
This mandatory plan only covers current Université Laval students. Your coverage will end if you are not registered for a fall or winter semester.
If the Government of Québec has signed a reciprocal social security agreement with your home country (as it has for Belgium, Denmark, Finland, France, Greece, Luxembourg, Norway, Portugal, Romania, Serbia, and Sweden), you may be exempt. In this case, you will need to take certain steps before you leave your home country and after you arrive in Québec.

Private health insurance
In some situations, private health insurance will be mandatory.
Minors (aged 17 and under) are eligible for RAMQ health and drug insurance (free public plan), provided they are present in Québec for more than 6 months of the year. You can register for this on the Government of Québec website. To make sure your child is covered as soon as they arrive in Québec, you must contact the RAMQ within 15 days of their arrival.
Adults (aged 18 and older) who are not eligible for RAMQ coverage must have private health insurance.
Note: You or your partner may have health insurance through one of your employers. That type of insurance is usually complementary to the RAMQ and does not cover basic care or emergencies. As such, it is not sufficient as primary insurance.
If you are not registered for a fall or winter semester, or if you have completed your studies, you will no longer be covered by the Université Laval insurance plan. If you have RAMQ coverage, you will need to contact the program to confirm whether your coverage will continue.
You will be covered by the Régie de l’assurance maladie du Québec (RAMQ) once you have a post-graduation work permit, but once your Université Laval (Desjardins) coverage ends, you will need insurance until the RAMQ coverage begins.
If you were covered by the RAMQ during your studies but there is a long wait for your post-graduation work permit, contact the RAMQ to find out whether you will be covered while your application is being processed and whether there is a waiting period once the permit has been obtained.
You must have insurance coverage for the gap between the end of the Université Laval or RAMQ coverage and your departure from Canada.
Getting health insurance quotes
Visitors and temporary residents must have health insurance, travel insurance, or expatriate insurance. Many Canadian insurers offer these types of plans.
Prices and coverage can vary widely, so it is highly recommended to get at least 3 quotes from different insurers before you agree to a plan.
Here are a few factors to consider while researching:
- Maximum coverage (between $25,000 and $1,000,000 per year)
- Inclusions and exclusions (dental care, travel, childbirth, contraception, pre-existing conditions, etc.)
- Deductible (how much you must pay out of pocket before filing a claim with the insurer)
- Age limits—some companies do not insure people who are over a certain age (often age 59, 69, or 90)
Note that some insurers require you to contact them within a few days of your arrival in Canada or the end of your previous coverage.
